PVC Foam Board Manufacturer Since 2002
Shine is a PVC foam board and photo album sheet manufacturer. We operate 12 extrusion lines across 26,800 square meters. Every board we ship is made on our own equipment, tested in our own laboratory, and packed to our own standards. We do not trade products made by other factories.
Since 2002, we have supplied manufacturers, importers, and brands in more than 60 countries. Some of our customers make bathroom cabinets. Others make building facades. Others make printed signage, exhibition displays, photo albums, and retail fixtures. What they have in common is a supplier whose product does not change from one container to the next.

How We Control Quality
Quality in PVC foam board manufacturing is about consistency, the tenth container matching the first. Three stages of inspection, applied to every production batch, are how we achieve that.
Incoming Materials
Before raw materials enter production, they are tested. PVC resin: K-value, whiteness, volatile content. Calcium carbonate: particle size, whiteness. Blowing agent: purity, decomposition temperature. Stabilizers and processing aids: verified against supplier certificates of analysis. Materials that do not meet specification are returned, they do not enter the production stream and they do not get used with a negotiated discount.
In-Process Control
Every two hours during production, samples are taken from the running line. Thickness is measured at three points across the sheet width, left, center, right. Density is measured by sample weighing. Color is checked by spectrophotometer against the production standard. Foam cell structure is inspected visually on a cross-section cut. Extrusion parameters, zone temperatures, screw speed, haul-off rate, are recorded. If a parameter drifts toward its warning limit, it is corrected before it reaches the rejection limit. The goal is not to catch bad board. It is to prevent board from becoming bad.
Outgoing Inspection
Finished products are sampled to AQL 2.5 standard. Dimensions, color consistency, density, flatness, and surface quality are checked against the order specification. Samples from every production batch are retained for two years. If a customer question arises months after delivery, the retained sample is pulled and measured against the complaint. The answer comes from data, not memory.




Certifications and Compliance
ISO 9001:2015
Certified quality management system. Covers design, production, inspection, and delivery. This is the system that ensures the batch of Celuka ordered in March machines the same way as the batch ordered in September.
Raw Material Compliance
Shine uses a calcium-zinc stabilizer system. No lead-salt stabilizers. No phthalate plasticizers in rigid PVC foam board formulations. The REACH lead restriction for PVC articles took effect November 29, 2024. Shine’s formulation was compliant before the deadline. Upcoming regulatory changes, including the expected RoHS expansion to 12 restricted substances, are tracked and formulations are updated proactively.
Fire Rating
Celuka and Co-extrusion: B1 per DIN 4102-1 available on specification. Free Foam: B2. For markets requiring EN 13501-1 Euroclass classification, independent testing at a notified body can be arranged at the buyer’s request and expense.
Third-Party Testing
SGS, Bureau Veritas, and TÜV testing can be arranged per buyer requirements. Testing scope, standards, timeline, and cost are confirmed before proceeding. Testing fees are borne by the buyer, standard industry practice. A supplier who claims all certifications are included without specifying which standards, which testing body, and which year should be asked for specifics.
Serving Manufacturers Worldwide
We ship to over 60 countries. The markets vary. The requirement does not: the product that arrives must match the sample that was tested.
Asia Pacific. India is the largest single export market for Chinese PVC foam board. Vietnam, Indonesia, Thailand, and the Philippines are growing steadily. This region is price-sensitive and volume-driven. Consistent quality at a competitive price, backed by reliable delivery scheduling, is the basis of long-term supply relationships here.
Middle East and Africa. UAE, Saudi Arabia, and Nigeria are significant markets. Construction and signage drive demand. High ambient temperatures during shipping and storage mean packaging must protect against heat exposure. Documentation must support customs clearance in markets with evolving import regulations.
Europe. The most regulated market. REACH and RoHS compliance are baseline requirements, not differentiators. B1 fire rating is expected for construction applications. Customers increasingly request product carbon footprint data and environmental product declarations. We are building the capability to provide this information.
Americas. The United States, Brazil, and Mexico are served markets. Certification requirements vary, ASTM standards in the US, INMETRO in Brazil, NOM in Mexico. We work with customers to identify which certifications their specific application requires and whether current documentation is sufficient.
Export logistics. Standard ocean freight in 20-foot and 40-foot containers, FOB or CIF terms. Packaging is designed for the transit conditions: PE film wrap for basic protection, palletized with corner guards and moisture barrier for standard export, wooden crates for high-value or multi-transshipment routes. Desiccant strips are added for shipments passing through tropical humidity. Every container load is documented with photographs.

Inquiry. You tell us about your application, your required specifications, and your estimated volume. We respond with a product recommendation, which board type, which density, which thickness, and the reasoning behind it. We do not send a generic catalog and invite you to browse. We send a specific answer to your specific situation.
Samples. Free samples, shipped to your address. The samples represent what production quantities will be. Test them on your own equipment, your CNC, your printer, your edge bander, your assembly line. The samples are how you verify that our product works in your process.
Order and production. Specifications are confirmed in writing. Lead time is based on current production scheduling, not on what we think you want to hear. Standard products ship in 7 to 14 working days. Custom specifications take longer, we tell you how much longer before you commit. Every order passes outgoing QC before it is packed.
Delivery. Packed to the agreed specification. Loaded into containers with photographic documentation. Shipping documents, commercial invoice, packing list, bill of lading, certificate of origin, provided promptly and accurately.
After delivery. Technical support for processing questions. Responsive handling of any quality concerns, 24-hour acknowledgment, solution proposal within 3 working days. If a quality issue is our responsibility, we compensate on your next order and fix the process that caused it. If the issue is related to processing, we help diagnose it.
Long-term supply. We notify customers in advance of price changes, not after the order is placed. We notify customers of production scheduling that might affect their lead times. We hold formulations stable unless a change is requested or required, and if a change is required, the customer knows before it happens, not after the shipment arrives.
